What are the existing patron numbers for The Berry Hotel compared with the proposed patron numbers?

We are excited to be offering a new food and beverage offering at The Berry Hotel. Under current BCA compliance, The Berry Hotel can currently host up to 400 patrons. Based on an initial assessment of traffic and parking, through 4 survey periods, the renovated venue would have a slight reduction for 354 patrons. This will be confirmed through detailed analysis and reporting as part of the DA submission.

This analysis does not include the use of a courtesy bus for use during peak trading periods. It is our intention to purchase a courtesy bus for the exclusive use of the hotel to move patrons to and from the venue during peak periods.

Can you advise the proposed parking space numbers?

The proposal increases the Berry Hotel’s on-site parking from 23 spaces to 46 spaces, providing an additional 23 spaces for hotel guests, patrons and staff. 

The new parking layout includes:

  • 20 guest accommodation spaces
  • 3 staff spaces
  • 23 hotel/pub patron spaces
  • 46 spaces in total 

As part of the redevelopment, three existing driveway crossings will be removed and replaced with a single access point from Princess Street. This will allow approximately three additional public on-street parking spaces to be created and improve parking availability for the wider town centre. 

All parking spaces and access driveways will be brought up to current Australian Standards.

What will be the new offering for the renovated pub?

The new renovation will focus on creating gathering places for our entire community. Whether it’s catching up with friends at our Bistro, hosting family celebrations in our Outdoor Dining area, bringing the community together for events in our Lounge spaces, cheering on your favourite teams in our Sports Bar, or providing a place for out-of-town family to stay overnight – we’re here to serve as your local community hub.

Accommodation

The pub currently has 14 accommodation rooms The current offer is outdated with shared bathroom facilities and no equitable access. These rooms will be decommissioned and replaced with a new accommodation offer with ensuite rooms and access for all. The new proposal is for an increase of 6 rooms to 20 rooms in total. The previous development application was for 33 rooms.

The existing rooms above the hotel will be decommissioned and used for storage space for the hotel and as ancillary office space for the operation of the hotel.

Will the Coach House still be available for functions?

What can patrons look forward to with the new offering?

We’re excited to enhance what locals already love about our pub improving the offering for all our patrons, including:

  • Expand our menu range with a new kitchen that is focused on local South Coast produce. The new kitchen space will allow us to expand our offering and deliver a much more efficient service to customers, reducing wait times and improving the quality of menu we can execute.
  • Introduce an extensive wine menu offering, along with cocktails and quality beers on tap. 
  • Provide a range of spaces to cater to any occasion. 
  • Activation of the frontage to Queen St with outdoor dining area

How are you supporting the local community?

Feros Group are proud supporters of their communities. We sponsor over 40 community sporting groups. Beyond the field, we actively support local charities through donations, fund raising opportunities and staff support.

The Berry Hotel proudly employs 35 locals who are proud members of the Feros Group family. Over and above this, we use many local suppliers and trades to keep the wheels turning at the venue.

Do you foresee any noise issues with the new offering / increased patronage / excitement around new venue?

Noise management is something we take seriously as members of the local community. The renovation will decrease our patronage numbers, and our current functions offering will remain similar to our current operations.

We’re also using this opportunity to improve our acoustic design with better sound insulation and strategic layout planning. This will deliver an improvement on the current hotels noise emissions, and we’ve engaged an expert consultant to assist in this through design and operational testing on site. We’ll continue working within our existing operating guidelines and maintain open communication with locals to ensure transparency and to ease any concerns.

How will deliveries be managed at the venue?

We understand construction can be disruptive, so we’re committed to minimising the impact on our neighbours. Any construction at the premises will be managed through an approved Construction Management plan that will form part of any approval from Council. We will be required to operate under the guidelines they have set out for the Shoalhaven LGA

Our deliveries will be conducted via a dedicated loading zone at the rear of the Hotel, and the carpark will be a sealed surface, which will help in reducing noise from cars and trucks. The loading zone and storage areas in the venue have been designed to accommodate the requirements of the venue. There will be no change to the current frequency of supplier deliveries that have been in place since the Feros Group has operated the hotel.

There is no longer a basement proposed underneath the accommodation building on Princess Street. This will reduce heavy vehicle requirements and frequencies as well as construction time frames and noise compared to the previous proposal.

Will there be an increase in poker machines in the venue?

There is no proposal in the plans for lodgement to increase the current number of machines at The Berry Hotel.

What is your plan for hotel security managing patrons of an evening?

Berry is situated in a low-crime area and is deemed safer than 90% of suburbs in NSW according to aucrimeate.com. We are committed to maintaining this high standard with our new venue. Since operating the venue, the Feros Group has maintained safe operating practices, and this will continue post renovation.

We have regular dialogue with Police and have a team of experienced security and management who control patron behaviour as well as being active members of the Local Liquor Accord. This is a group of local liquor license holders that work together to ensure a cohesive approach to management of venues in our area.

We anticipate that the events at The Berry Hotel, post refurb, will maintain a very similar style and occasion to those currently held at the venue with no increase in patron capacity.

We have a proven track record of managing patron safety inside and around the venue during trading hours.

How will this new offering affect local businesses?

We are always focused on supporting and partnering with local businesses where possible and hope that any new interest in The Berry Hotel will only drive visitors and trade to other businesses.

An improved accommodation offer in the centre of town will also provide more patronage and foot traffic for the town centre and surrounding businesses.

Current staffing at the hotel is not forecast to change and the ancillary office space upstairs will be used as storage areas and administration offices for the current hotel. What parking allocation should be applied as part of the study?

The parking demand of existing staff is already captured in the parking surveys. Any future parking allocation for staff would only apply if there were any increase in motel accommodation staffing.

There have been suggestions that the parking surveys completed over 4 separate periods are not relevant. How are the studies conducted and why are the findings relevant in calculating the patron capacity and parking requirements at Berry Hotel?

The traffic and parking assessment is based on surveys completed over four separate periods between 2023 and 2025, covering normal weekends, school holidays and long weekends. This approach was adopted to ensure the data captured both typical trading conditions and peak visitor periods. The most recent surveys were undertaken during the October 2025 Labour Day long weekend and were compared against two years of trading data. The assessment found this period represented approximately the 96th percentile of demand, making it an appropriate and conservative basis for modelling future parking needs. Rather than relying purely on standard parking rates, the assessment uses actual patron numbers, travel behaviour surveys and surrounding parking occupancy data collected at the hotel and across Berry town centre. These surveys found that only around 25% of patrons arrive as drivers, reflecting Berry’s strong local customer base and walkability. 

The current hotel has a BCA capacity of 400 patrons and 289 seats. The renovation of the new hotel is proposing a capacity of 354 patrons so reduction on what is currently allowed at the hotel. How do parking credits work when assessing renovations of hotels under NSW planning legislation?

Councils recognise that, in certain cases, land uses may have been lawfully established with only a proportion of the parking that would now be required for those uses under current DCPs. An estimate of this “historic deficiency” may be obtained by calculating the relevant car parking requirements under this DCP for the existing lawful development on a site and subtracting any existing off-street parking spaces. The resultant figure will then be treated as a “credit” in any parking calculations which may be required for new development on the site (including changes of use).

I don’t understand the conversation around GFA and patron numbers. Can you explain how this should be applied for the Berry Hotel under NSW Planning legislation?

Local authorities and Transport for NSW typically rely on Gross Floor Area (GFA) for calculation of car parking requirements for various land uses. Using patron per GFA can vary substantially between different developments and as a result can give inaccurate patron numbers and hence parking requirements. A more reliable way of determining the operational or parking requirements of venues like the Berry Hotel is to use actual patron numbers.

What methodology did Council and our expert agree at the LEC proceedings?

The methodology as detailed in the Preliminary Traffic and Parking Statement based on patron numbers was agreed to with Council at the LEC proceedings.

The Berry Forum has compared the Terrey Hills Tavern to Berry Hotel. Why is this not appropriate and what is the appropriate approach?

Terry Hills Tavern is not comparable as it is not in a town centre of built-up area and the travel characteristics would be different. The best site for analysis of potential parking demand is the existing site itself as it takes into account site specific characteristics.
